The simplest way to know is from the weight of the heat sink, more heavy ,quality will be better, but there are some manufacturer adopt the wastage material , even it is enough weight, but material not pure. Then we need check the painting surface. Because good painting need through high temperature. If material not pure, after finish the painting , the surface will not smooth, So some poor quality led flood light dare not put in high temperature painting, then cause the painting easy to fade, just soft scratch, the paint will come off.
