Since this fluctuation typically occurs above 100Hz - well beyond the threshold most human eyes can perceive (roughly 60–90Hz) - most people can't consciously tell that a light is "flickering."

Poorly designed PWM dimming circuits - especially when the PWM dimming frequency is too low, flicker becomes far more noticeable
