This kind of led lamps has just been listed in the legal inspection catalog this year, and the export has been notified frequently. After analysis, there are three problems:
1. It is because the production enterprises have low entry barriers and are not familiar with foreign standards. The technical capabilities of manufacturing companies are uneven, and they are mainly produced and processed according to customer requirements, such as the international standard IEC62560:2011 and the corresponding national standard "Safety requirements for self-ballasted LED lamps above 50V for general lighting" (GB24906-2010) If it is not deep, the phenomenon of foreign notifications after the export of the product occurs from time to time.
2. The quality awareness of enterprises needs to be strengthened, and the products lack quality assurance. Since the EU financial crisis, many companies have turned to the Middle East, South America, and ASEAN regions, which are mainly low-end products. These emerging markets lack quality traceability systems due to low market entry barriers, inadequate government supervision, and lack of product quality certification requirements, which reduces the overall quality of exported LED lamps.
3. The inspection and quarantine supervision needs to be strengthened, and risk analysis is required for LED lighting products. Since such products have just been listed in the legal inspection catalogue, and the transitional policy is currently adopted, the inspection and supervision of LED lamps needs to be strengthened.
In order to effectively control product quality, it is recommended that inspection and supervision departments:
1. Appropriate establishment of entry barriers for production enterprises and intensified publicity and implementation of standards. Through the analysis of product function and structure, exporting countries and regions and other risks, using classified management ideas, we set up entry barriers for some high-risk companies. From product design, raw material procurement, etc., source control is required, and qualified companies are required to carry out quality system certification and standardize their production behavior. At the same time, actively increase the standard publicity and implementation efforts to publicize and implement the new version of the LED lighting standards for enterprises.
2. It is to enhance quality awareness and strengthen market rectification. The inspection and quarantine department should combine the new classification management methods, intensify law enforcement for the design defects of LED products and the use of low-grade materials, stop exporting products that do not meet the requirements, strive to improve corporate quality awareness, and encourage companies to promote independent brand production , To promote high-quality LED lighting products to go abroad.
3. It is to find out the situation of the enterprise and put forward targeted suggestions. Strive to find out the status of the enterprises in the jurisdiction, product types, export distribution and other information in a timely manner during the transition period, make preparations in advance, and contact the testing laboratory to help the enterprise to analyze the reasons for the failure. Increase the inspection of returned products to effectively guarantee product quality.
