The role of traffic lights
The object of traffic lights is all traffic participants, including motor vehicles, non-motor vehicles and pedestrians. It allocates time and space to instruct vehicles and pedestrians to pass safely and orderly at intersections. The red light of the signal light expresses a "stop signal" (that is, the vehicle should stop outside the stop line), not a "no-go sign". Imagine that if the traffic lights in all directions of the intersection are set to all red for a long time, not only motor vehicles will not pass, but also non-motor vehicles and pedestrians will not pass!
All-red-signal (all-red-signal) means that when the traffic signal lights change from one phase to another, the signal lights at all entrances of the intersection are all red, and its purpose is to clear the vehicles in the intersection. This is a safe passage generally adopted at home and abroad. Article 11 of the public safety industry standard "Road Traffic Signal Control Method Part 3 Single Point Signal Control Method Implementation Requirements" (GA/T 527.3) stipulates that "when the signal phase of an intersection is switched, the conflicting traffic flow cannot safely pass through the conflict point, The full red time should be set, and the full red time should not exceed 5 seconds". Of course, this setting is mainly for the passage of motor vehicles.
